FEDERAL ROADS MAINTENANCE AGENCY (FERMA) HEADQUARTERS: INVITATION TO TENDER FOR NON-CONSULTANCY SERVICES (CATEGORY D)

The Federal Roads Maintenance Agency (FERMA) invites competent, experienced, and eligible firms for the execution of its Non-Consultancy Services. The scope includes facility management (fumigation, cleaning, landscaping, etc.) and electrical services (supply of automotive gas oil for generators).

Interested bidders must obtain a GIFMIS code to generate the Remita Retrieval Reference (RRR) for bank payment. A non-refundable fee of N10,000 per lot is required. Bidding documents must be submitted as two hard copies (one 'Original' and one 'Copy'), with technical and financial bids packaged separately in sealed envelopes, then placed together in a larger sealed envelope marked 'CONFIDENTIAL' and addressed to the Managing Director, FERMA. Submission deadline is 12:00 noon on Friday, August 21st, 2026, at the Office of the Assistant Director (Procurement).

Prospective bidders must provide: 1) Certificate of Incorporation (CAC), 2) Tax Clearance Certificate (last 3 years), 3) Pension Compliance Certificate, 4) ITF Compliance Certificate, 5) NSITF Compliance Certificate, 6) BPP Registration Certificate, 7) Sworn affidavit of no criminal conviction, financial impropriety, or winding up proceedings, 8) Technical capacity evidence, 9) List of previous similar works, 10) Company profile with professional staff details, 11) Registration with Environmental Health Council of Nigeria, 12) Audited financial reports (last 3 years), 13) Financial strength evidence (bank reference letter, minimum turnover of N10m in last 3 years).
