NECL: REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR PROJECT MANAGEMENT SERVICES FOR THE CONSTRUCTION OF A 7-STOREY OFFICE BUILDING, ABUJA

On behalf of a leading investment institution (the “Client”), NECL invites eligible and reputable firms to express interest in the project management for construction of a 7-Storey Office Building Complex in Abuja, Nigeria. The client is an investment organisation with a substantial multi-billion-dollar diversified global portfolio, spanning various markets around the globe and a strong commitment to institutional-grade governance, sustainable development, operational excellence, and delivery of high-quality commercial infrastructure assets.

Interested firms should submit their Expressions of Interest as a PDF document via email to procurement@necl.ng. The subject line should be clearly marked: “EXPRESSION OF INTEREST FOR PROJECT MANAGEMENT – HEAD OFFICE PROJECT”. The submission deadline is 11:59 p.m. (West Africa Time – WAT), Friday, July 24, 2026. Late submissions will not be accepted. All clarification requests must be submitted to the above email address on or before Friday, 10th July 2026. All submissions must be accompanied by the eligibility documents listed in the eligibility requirements on the NECL website and any additional forms or declarations required by the client or its appointed procurement.

Interested firms must demonstrate: Proven track record and verifiable evidence as a project management firm for building construction projects of comparable scale, complexity, and institutional importance. At least one (1) of the comparable projects submitted must have had a minimum project value of 10 billion, or its foreign currency equivalent, and must have been managed by the firm in a project management, employer’s representative, project controls, or client-side delivery oversight capacity.
